This error occurs up as a result of some kind of miscommunication between the modem and Windows 95.
Resolution:
To resolve
uninstall/reinstall the modem
and/or
uninstall/reinstall of the Communications package
in the Control Panel under Add Remove Programs in the Windows Setup Tab.
