Summary:
The file is missing or damaged. Should be in the c:\Windows\System folder.
Resolution:
If the file is there, rename it and copy a fresh version from the c:\Windows\Sysbckup folder.
To copy file go to a DOS prompt and type:
Copy c:\
\sysbckup\url.dll c:\
\system.
is the name of their Windows folder.
Restart
Uninstall/reinstall Internet Explorer
